The author summarizes a federally commissioned study by Mathematica Policy Research on the effectiveness of charters who used a lottery to select their students. The Mathematica study found similar results to a 2009 Stanford University study who found that “in general, most charters were producing similar or worse achievement results for students than traditional public schools.”
